Blue Frontier offers developing and research consulting services. In order to contribute to the improvement of developing countries, we support the development of policy proposals, feasibility analysis with our organizational capabilities, capacity building, and implementation of the project.
In particular, Blue Frontier specializes in environmental management, climate change, waste management, health care, and agricultural and fishery production areas. We are implementing various projects aimed towards resolving and improving the living conditions of local residents and social issues of the region.
We offer support throughout the project, from business planning and financing startup costs, to management and operations costs.
In addition to supporting businesses in the developing countries centered on Official Development Assistance, we support international cooperation by the private sector. We will make full use of the network and know-how we have been fostering to help companies or organizations who want to contribute to the capacity development of developing countries (CD).
Various development problems still exist in the developing world. The most obvious way of responding to these problems is to understand them and act accordingly, but there are questions that ought to be asked.
For example, is the solution beneficial to local residents? Is it connected to solving problem of community? Is it taking jobs and culture of local residents? Is it truly desired by local residents? and so on.
If the international cooperation of developed countries does not value the voices of the local residents, the significance of what they are doing will be lost.
Blue Frontier uses a hands-on approach. At the same time as we gather accurate knowledge and information on the problems plaguing developing countries, we also carry out international cooperation projects which are accepted and welcomed by local communities.
The traditional role of the Development Consultant is: (1) identifying issues, (2) making hypotheses and implementing the feasibility study to solve the problem, and (3) providing assistance in the execution of the verification and the dissemination of information in order to solve social and developmental issues of developing countries.
In the case of Official Development Assistance, the resolution of social issues has a higher priority than the so-called operating revenue. Instead, clear use of the fund, the implementation of impact evaluation, and the measurement of impact is needed. Blue Frontier is working to solve problems in developing countries which JICA and the Ministry of Foreign Affairs are trying to solve.
Private sector groups that carry out projects in developing countries has increased. We seek and build an optimal project from the point of view of BOP business and corporate social responsibility (CSR). Even in the case of CSR, because language, culture, and customs are different depending on the country and region that the project is done, coordination with the local government and local residents is required. On the other hand, a business model that is profitable is required in the case of BOP business. It becomes very difficult to produce a business model that monetizes disease suppression and poverty eradication. Long-term contracts with reliable local counterparties are required and preliminary surveys and post project surveys should be done.
